If your flights land in Tbilisi and you plan to add Azerbaijan as a side trip, apply for both — start the Georgia e-Visa earlier because of its longer processing window, and add the Azerbaijan e-Visa once your Tbilisi → Baku train or flight is booked. Either way, plan to have both approved before you leave home; in-country applications are not the norm in either country.
